Today, the expansion of activities, diversity, and multiplicity of urban life needs has taken the wrong opportunity and re-invent the wheel from service organizations. The cost of reproducing knowledge and the risk of losing it increase, and knowledge management plays a role as the only necessary and inevitable solution, especially in municipalities where management, policy-making, and planning have taken on complex concepts such as human, family, community, environment, technology, health, transportation, and so on.
Do not step into the crowded and busy rooms of one of the municipalities of Tehran and do not talk to its employees; You will not understand the sensitivity and complexity of urban affairs, primarily if the municipality is located in old and small areas with dense structure, worn texture, and high population density. The diversity of municipal services and the high and scattered demand and limited resources have doubled this sensitivity and complexity.

District 10 of Tehran is a small, old, and densely populated area. And the municipality of District 10 is one of the most important municipalities of the 22 districts of Tehran which is greater in terms of work traffic and the volume of knowledge and experience produced during work processes. Therefore, at the beginning of 1991, the knowledge management project was placed on the managers' agenda as a vital priority.
Reduce the cost and risk of duplication and repetitive mistakes, minimize wastage and organizational knowledge due to relocation and change strategic policies, reduce the cost and time of access to knowledge and skills required by employees, accelerating the solution of problems and problems created during work processes and achieving gradual growth based on knowledge is one of the most important goals of implementing knowledge management in the municipality of Tehran's 10th district.

From the very beginning, MTA, as a consultant and executor, stood next to the managers and employees of District 10 Municipality. In its first steps, it was able to conduct numerous interviews and field studies, knowing the current situation, critical areas of knowledge, and its strategies. 
Empowering staff, promoting a culture of knowledge sharing, and defining knowledge management plans, tasks, and structure, and the establishment and customization of a Knowledge Management Total Solution MTAShare, are other activities of this project. The Municipality of District 10 of Tehran has achieved significant results in reducing the risk and cost of repetitive mistakes, rework, and the departure and relocation of human resources by implementing knowledge management projects.

In 2012, with the help of the District 10 Municipal Education Department of Tehran, the municipal knowledge management system of District 10 was launched. With the cooperation of MTA, the steps of recognition, SWOTAnalysis, identification of municipal knowledge fields, and interviews with experts were performed, and finally, by installing knowledge management software, the District 10 municipal system was set up. Tehran’s District 10 Municipality is the first municipality in the country with this system and actively extracts and shares its employees' knowledge. Development of employees' public participation in organizational processes, development of learning at the employee level, avoidance of duplication, and reduction of costs are part of the results of launching this system.
